In order for administrators and teachers to interpret data appropriately, they must receive professional development that is focused on assessment, including the interpretation of data. (Levine & Lezotte, 1995; Montecel & Cortez, 2002) The accurate interpretation of assessment outcomes involves understanding research and practices in dual language education and establishing appropriate expectations for students who are taught and tested in two languages.
In addition, because of the significance of assessment for both accountability and program evaluation purposes, it is important to establish a data management system that tracks students over time.
